The Governor

Article 11 of Royal Decree No. 36/2022

The governor is the representative of the government in the governorate and oversees the implementation of the state's general policy within it. Specifically, the governor's responsibilities include:

• Representing the governorate in its relations with others and before the judiciary.
• Preparing development plan projects for the governorate in coordination with the relevant authorities and monitoring their implementation.
• Working to enhance the economic and social aspects of the governorate.
• Preparing the annual budget and the final account for the governorate and submitting them to the Ministry of Finance.
• Issuing decisions to impose municipal fees within the framework of the state's general policy, after obtaining approval from the Ministry of Finance.
• Coordinating with the relevant authorities regarding land use in the governorate, without prejudice to the competences of municipal councils in this regard.
• Engaging with the local community to serve the public interest within the governorate.
• Receiving complaints related to the governorate's competences and taking appropriate decisions concerning them.
• Coordinating with heads of government units regarding the performance of their branches and offices within the governorate in light of the reports submitted by the walis (local governors).
• Directly supervising the walis, monitoring their daily work, evaluating their performance, and submitting periodic reports about them to the minister.
• Submitting an annual report on the results of the governorate's work and issues that need to be presented to the Council of Ministers to the minister, who will then present it to the Council.
• Any other competences assigned by the minister.
